
In an era of growing geopolitical tensions, democracies around the world face unprecedented challenges—from foreign interference and disinformation campaigns to the erosion of public trust. Canada’s recent experiences with foreign interference—from the detention of Huawei CFO Meng Wanzhou to allegations of PRC meddling in its elections—offer crucial lessons for Taiwan as it confronts persistent threats to its democratic institutions and media landscape.
Against this background, the Taiwan Foreign Correspondents’ Club has invited a group of experts in national security, foreign interference, and Chinese politics to discuss how democracies can protect themselves and highlight the critical role journalists play in uncovering and mitigating these threats.

Panelists:
- Stephanie Carvin: Associate Professor of International Relations at the Norman Paterson School of International Affairs. Her research interests are in the area of national security and international security and international law. Currently, she is teaching in the areas of critical infrastructure protection and national security.
- Jean-Christophe Boucher: Associate Professor at the School of Public Policy and at the Department of Political Science at the University of Calgary. His current work focuses on applied machine learning to understand how the digital world shapes our society.
- Lynette Ong: Distinguished Professor of Chinese Politics at the University of Toronto and and the Director of the China Governance Lab at the Munk School. She is the author of Outsourcing Repression: Everyday State Power in Contemporary China and other books on China.
