For the next installation of our monthly TFCCxATJ talk, we will host a panel titled “The Empire of AI’s Hidden Cost,” a timely discussion on the collision between tech giants and the climate crisis. The event features Judith Barish, Coalition Director of Chips Communities United. A seasoned advocate with degrees from Harvard and Princeton, Barish will compare the labor and environmental realities of chip manufacturing in the US and Taiwan. She is joined by Lena Chang of Greenpeace East Asia, who will present the new AI Ranking Report and its urgent implications for Taiwan’s energy sector.

ABOUT THE SPEAKERS

Judith Barish, The coalition director of CHIPS Communities United
The coalition director of CHIPS Communities United, a US coalition of unions, environmental organizations, and advocacy groups dedicated to ensuring that the US semiconductor industry is sustainable and equitable. Previously, she was the advocacy director at Good Jobs First, a non-profit watchdog group that tracks corporate subsidies. For almost two decades, Judith founded and directed a consulting firm that provided research, writing, development support, and strategy to progressive non-profit organizations. She began her career as Director of the California Fair Trade campaign, a consortium of environmental, labor, and community-based organizations advocating for fair trade in the 1990s. For two years, she was communications director of the California Labor Federation, AFL-CIO. She holds a Masters in Public Administration from Harvard University and a Masters in Politics from Princeton University.

Lena Chang, The Climate & Energy Campaigner for Greenpeace East Asia
The Climate & Energy Campaigner for Greenpeace East Asia, based in the Taipei Office. She brings over six years of experience in environmental advocacy, having been actively involved in promoting both central and local climate policies. Currently, her work is focused on monitoring and advancing the energy transition and carbon reduction progress within Taiwan’s vital AI supply chain.

The event will be moderated by TFCC Board Member Emily Wu.

Judith Barish, Chips Communities United(CCU)聯盟總監

Judith Barish是CHIPS Communities United聯盟的聯盟主任,該聯盟是由多個美國工會、環保組織和倡導團體組成的,致力於確保美國半導體產業的永續發展和公平性。此前,她曾擔任Good Jobs First的倡議主任,該組織為追蹤企業補貼的非營利監督機構。近20來,Judith創立並領導了一家顧問公司,為進步的非營利組織提供研究、寫作、發展支援和策略諮詢服務。她的職業生涯始於1990年代,擔任加州公平貿易運動的主任,該運動是由環保組織、勞工組織和社區組織組成的聯盟,致力於倡導公平貿易,同時也曾擔任加州勞工聯合會(AFL-CIO)的通訊主任兩年。她擁有哈佛大學公共管理碩士學位和普林斯頓大學政治學碩士學位。

綠色和平東亞分部氣候與能源專案主任張皪心,目前常駐台北辦公室,擁有六年多的環保倡議經驗,曾積極參與推動中央和地方的氣候政策。目前,她的工作重點是分析 AI 產業的電力需求與環境影響,監督與加速台灣 AI 供應鏈的能源轉型、推動產業減碳進程。
