The Ocean Affairs Council, headquartered in Kaohsiung, is the top government ministry in charge of general marine policy, maritime security and security of coastal areas, and marine environmental protection. It oversees the Coast Guard Administration and has also been pushing for reforms related to the protection of undersea water cables and other maritime-related policies.

Prior to taking over the ministry in 2023, Minister Kuan served as a Democratic Progressive Party legislator for almost two decades, and as a senior official in the Kaohsiung city government.

On the day, Minister Kuan and senior officials will deliver opening remarks and a presentation, followed by a Q&A session. The session will be moderated by TFCC chair and Nikkei Asia correspondent Thompson Chau.
